How to unlock Crow Shinobi (Reanimated): the Legend Stage route

The confirmed route is a Legend Stage clear: Shinobi World War Act 3, which stays locked until Acts 1 and 2 of the same series are finished. Is Crow Shinobi (Reanimated) worth the Legend Stage grind?

Worth farming Itachi if: your account has a gap in cheap, high-uptime ground-dps and you can clear Shinobi World War Acts 1-2 reliably. The 0.1135 DPS-per-cost figure is genuinely the best in its tier on this site's numbers, and unlike Sukuna's event grind, there is no expiring window pressuring the farm session.

Skip or delay Itachi if: you already run Ancient Shinobi or another ground-dps carry with longer range, since the marginal role gain is small and 17 tiles of range is a real constraint on cramped maps. It is also not the move if your account's actual leak is control or support coverage: no amount of DPS-per-cost efficiency fixes a build that has no slow effect keeping enemies in range in the first place.

The honest read: this is a cost-efficiency pick, not a power pick. If First Emperor or Alpha Devil already covers your burst damage, Itachi is the unit that makes early-to-mid waves cheaper to clear, not the unit that wins a wave-100 push by itself.
